Capacity building for insurance supervisors: leveraging actuarial skills, 2024

“Capacity building for insurance supervisors: leveraging actuarial skills” is organised by the Access to Insurance Initiative (A2ii), International Actuarial Association (IAA), International Association of Insurance Supervisors (IAIS), and The ASEAN Insurance Training and Research Institute (AITRI).

This training targets supervisors from Asia. It aims at strengthening the understanding and implementation of the actuarial concepts and tools necessary to support effective insurance supervision and regulation. The training will cover the following areas:

1.    Enterprise Risk Management 
2.    Valuation and Actuarial Reports
3.    Reinsurance
4.    Risk-based Capital

The approach of this training will be on learning principles, while being as simple and practical as possible. The training takes place from 17 to 20 September 2024, with a combination of online self-paced modules, and in-person live sessions which include a range of lecture-based sessions, case studies, breakout sessions and quizzes. The self-paced modules must be completed before the live sessions. A mandatory onboarding session will take place virtually on 13 August 2024 from 08:00-11:30 CEST.

The final day of the training, scheduled for 20 September 2024, will include a complementary Regulatory Roundtable for the Asia region, organized by the UNDP-Milliman Global Actuarial Initiative (GAIN). The roundtable will facilitate learning and peer-to-peer exchange for regulators and actuaries with diverse levels of regulatory experience. Speakers and participants will discuss mechanisms to respond to ongoing changes in the following areas:

1.    The role of an ‘appointed actuary’ by the regulator.
2.    The credentials chosen by each market for the appointed actuary role.
3.   The role of actuaries within the regulatory office, including challenges in recruiting and retaining actuaries in the regulatory office.

They will also share practical tools, methodologies, and helpful reports that actuarial or technical staff are using within regulatory entities. The topics of most interest will include actuarial professional certification process, the risk-based capital regulatory framework, basic principles for effective supervision, actuarial team structures in a regulatory entity and best Practices for Internal Hiring/Training.  

The training will be held in English, with no tuition fees however, participants will be responsible for their transportation and accommodation.

The mandatory onboarding session will take place virtually on 13 August 2024, from 08:00 to 11:30 CEST.

The in-person training will take place from 17 to 20 September 2024 from 08:30 to 17:00 in Kuala Lumpur, Malaysia, at a venue to be confirmed.

Requirements

The programme has two required components that you must complete to earn your certificate:

•    Self-paced learning modules on the Connect.A2ii learning platform
•    Attendance of the in-person training

Plan to dedicate a total of 4 days for the in-person training and around 8 hours for the self-paced modules.

 

Target audience

This training is directed towards technical staff of regulation and supervision agencies from Asia, ideally with a minimum of three years' experience in the insurance industry. The course is not directed towards qualified actuaries; however, participants will need reasonable mathematic skills.

We are inviting two representatives from each jurisdiction. This is intended to ensure that there is shared learning within the supervisory authority and some peer support at a country level, during and after the training.

Participants are expected to commit to the training programme, consisting of self-paced modules, in person training in September 2024 and the mandatory virtual onboarding session.

Please note that places are limited and will be allocated on a first-come, first-serve basis.

Participants can look forward to working and interacting with a team of very experienced trainers from various backgrounds. These trainers bring a wealth of knowledge and diverse perspectives to the training, ensuring a comprehensive learning experience enabling participants to gain valuable insights and practical skills that are applicable across different domains.
